Preheat a large pan with a lid over high heat and add in the olive oil, butter and garlic. Sautee the garlic for 2 minutes, then add the mussels. Toss the mussels, add a dash of water and close the lid. Lower the heat to medium-low and let the mussels steam for 9 – 10 minutes until all mussels have opened up.
Add in the lemon zest & juice, parsley and cream. Season with salt and pepper to taste. Toss the mussels one final time and let the sauce reduce slightly for about 2 minutes.
